Prof. Dr. Sarfraz Khan, remained Director, Area Study Centre (Russia, China and Central Asia) University of Peshawar, Peshawar, Pakistan, a Federal Governments institution of higher learning (2009-2018). He earned his Ph. D., at School of Oriental and African Studies (SOAS), University of London, UK, in 1998. His doctoral dissertation, ‘The Development of Muslim Reformist (Jadid) Political Thought in the Emirate of Bukhara’, deals with educational, political, social, constitutional, legal, economic, and land reforms. He remained a Commonwealth Scholar (1991-1998) at University of London, UK. Born on 14 March 1958, he graduated from University of Punjab, Lahore, Peoples Friendship University, Moscow, USSR, in 1980-81 and completed Masters in Philosophy at University of Peshawar, Pakistan in 1983. His Post- Doctoral work, ‘De-legitimizing Borderland Practices in Pakistan and Afghanistan’ was completed at Amsterdam School of Social Sciences Research (ASSR) University of Amsterdam, Netherland in 2006. His work ‘Illegal but Licit’ has been a result of an International project, ‘Transnational Flows and Permissive Polities in Asia’, funded by WOTRO Netherlands in 2008. It discusses cross border practices (flow of goods and people, both Licit and Illegal) between Pakistan and Afghanistan. Prof. Dr. Sarfraz Khan’s books, chapters and research articles are published by reputed international and national publishers and journals:  His international book entitled “Muslim Reformist Political Thought: Revivalists, Modernists and Free Will” was published by RoutledgeCurzon, in 2003, simultaneously from London and New York; another book titled “How Elections Are Rigged in Pakistan” was published by Shaheed Bhutto Foundation (SBF), Pakistan. A chapter, “Contesting the State of Exception in the Afghan-Pakistani Marchlands” was published by International Institute of Asian Studies (IIAS) /Amsterdam University Press, Amsterdam in 2012, in Transnational Flows and Permissive Polities, Ethnographies of Human Mobilities in Asia, edited by Barak Kalir and Malini Sur. His Research article ‘Special Status of Tribal Areas (FATA): An Artificial Imperial Construct Bleeding Asia’. In: Eurasia Border Review, vol. 1, No. 1. Spring 2010, Hokkaido University, Japan; Research article, “Special Status of FATA: Illegal Becoming Licit”, was published by Folklore Research Academy (Regd.), Amritsar, in 2015, in an Anthology of Essays, “INDIA PAKISTAN ‘AFGHANISTAN 'Trinity of Peace in South Asia”, edited by Ramesh Yadav and Dr. Charanjit Singh Nabha. Besides, more than 32 of his research articles have been published in esteemed and recognized Research Journals across the globe. He has been editing HEC recognized (Category Y)biannual journal “Central Asia”, for more than a decade and reviewing dozens of research articles for International and National Research Journals.  He carries vast experience of teaching and research since 1982: as Research Associate at Area Study Centre (Russia, China and Central Asia); lecturer in Department of Philosophy University of Peshawar, Associate Professor, Professor, (Central Asia), at Area Study Centre, University of Peshawar; taught courses in Research Methods, Constitutional and Legal Development in Russia, Constitutional and Legal development in Central Asia, Sources of Muslim Jurisprudence and Development of Political Thought, Logic, Ethics, Business Logic, Business Ethics, Information Logic and Ethics to both post graduate and undergraduate students at Area Study Centre, Law College University of Peshawar, Institute of Management Studies and Department of Computer Sciences, University of Peshawar, Iqra University Peshawar, School of Oriental and African Studies London and at various other Universities of Pakistan.

Dr. Khan has delivered talks and presented papers at over two hundred fifty International and National Conferences, Workshops and Seminars all over the world including; United Kingdom, Holland, Russia, China, Slovenia, Japan, Uzbekistan, Tajikistan, Azerbaijan, Turkmenistan, Malaysia, India, Bangladesh, United Arab Emirates, Nepal, Afghanistan and Pakistan. Themes of International/ National Conferences/ Workshops/ Seminars included, but not limited to, Political and Constitutional Reforms,  Sustainable Development, Regional Cooperation, Higher Education Reform, Curriculum Development, South and Central Asian Social, Political Thought, Peace, Security, Violence, Extremism, Terrorism, Role of Regional Powers, Afghanistan, Borderland Practices, Mainstreaming of FATA, Federalism, Devolution of Powers, Human Rights, and Electoral Reforms. He has been organizing dozens of international and national training/workshops/conferences and seminars for post-graduate research students and faculty in Pakistan, Malaysia, Netherlands, and UK.

Dr. Khan provides briefings to Foreign Affairs Committees of the Senate and National Assembly of Pakistan, Foreign Missions in Pakistan and Pakistani Missions abroad. He has established international linkages of academic cooperation and signed MOUs with various international academic institutions including: Tashkent State University Uzbekistan,  Kazakhstan Institute of Management Economics and Strategic Research, Institute of Oriental Studies, Academy of Sciences, Moscow, Institute for Strategic Studies, Moscow, Diplomatic Academy of Ministry of Foreign Affairs of Russian Federation, International Institute for Asian Studies, Leiden and Institute of Social History Amsterdam, Kabul University and Ningarhar University Afghanistan. He regularly contributes to public sector and independent national and international electronic and print media as an  analyst for BBC, Voice of America, PTV, Radio Pakistan, Radio Free Europe, Russian TV/radio etc.

Prof. Dr. Sarfraz Khan has been serving as member on various Boards of Studies, Faculty Boards and Academic Councils of various public and private sector institutions including Peshawar University. He has been examining M. Phil./Ph. D., dissertations for Shah Latif University Khairpur, Sindh, Karachi University, Quaid e Azam University, Islamia College University, Iqra University and many more. He served as core member of Open Forum for Higher Education Reform (OFFER), funded by DFID at University of Peshawar that prepared reform package to improve the quality of higher education, published and presented, before various bodies of University of Peshawar, in 2002-3. He has been serving as member (Expert) to Selection Board, University of Peshawar, University of Karachi and numerous other academic institutions. He helped formulate National Security Policy of the National Security and War Course 2012-13 at Armed Forces War College, National Defence University (NDU), Islamabad, presenting “Dynamics of the Region with Focus on Federally Administered Tribal Areas (FATA) and Afghanistan”.

Prof. Dr. Sarfraz Khan has been member, Executive Committee, Institute of Strategic Studies Islamabad (ISSI) and member, Board of Governors (BoG), Institute of Strategic Studies, Islamabad (ISSI). He served as member Academic Council and the Senate University of Peshawar and member, governing body, University of Peshawar Teachers’ Foundation. He has been elected General Secretary of the International Institute for Central Asian Studies (IICAS), Tashkent, Uzbekistan, funded by United Nations, Central Asian States and Pakistan on 7-8 September, 2009. He served as elected Secretary General, Federation of All Pakistan Universities’ Academic Staff Associations (FAPUASA) and Secretary General, Peshawar University Teachers Association (PUTA), in 2001-2002. He has been a resource person to various International and National Non-Governmental Organizations (INGOs/ NGOs) including: The Asia Foundation, South Asia Partnership-Pakistan (SAP-PK), Islamabad Policy Research Institute (IPRI), Institute of Regional Studies (IRS), Pakistan Air Force, Armed Forces War College, National Defence University (NDU), Sustainable Development Policy Institute (SDPI), Aurat Foundation, Pakistan Peace Coalition, Sungi Development Foundation, Human Rights Commission of Pakistan (HRCP), Shaheed Bhutto Foundation (SBF), Workers Education Research and Welfare Society (WERWS), Bargad, etc. He has been member, Board of Governors and National Council of South Asia Partnership-Pakistan (SAP-PK).

More than three decades of research and teaching at various  levels combined with a decade long  experience as Director, Area Study Centre, has equipped him with skills needed for an academic and administrative leader with a distinct record of creating operations of managing  institutions of higher learning and training. His experience includes generating, allocating resources, strategic planning, preparing annual budget, financial planning and execution, methods of fiscal control, internal and external audit. He possesses strong leadership abilities to mobilize human and financial resources, in terms of recruitment and retention of faculty and ministerial staff needed to develop and transform international/regional/national/provincial institution of higher learning and training  into an institution of international standards, disseminating quality education and research. He carries vast experience of: developing purpose built infrastructure (class rooms, lecture/seminar halls, libraries, computer labs etc.,), recruiting faculty and ministerial staff, establishing postgraduate/M. Phil./Ph. D. programmes, designing/teaching academic courses; selecting/supervising postgraduate/M. Phil./Ph. D. research scholars; enabling research scholars to select research topics; develop research proposals, scrutinizing/recommending/approving research proposals; writing/editing dissertations and organising evaluation/assessment of postgraduate/M. Phil./Ph. D.  dissertations including public defence.

To impart quality teaching and research, handling assessment and accreditation of postgraduate/M. Phil./Ph. D., graduates and affiliated institutions, Dr. Khan helped produce guidelines for postgraduate/M. Phil../Ph. D., research scholars to write dissertations, designed and taught courses in Critical Thinking and Research Methods for postgraduate students of Social Sciences, Arts and Humanities. Dr. Khan is an HEC approved M. Phil./Ph. D. supervisor, Seventeen (17) Ph. D., and Two (02) M. Phil. Scholars, completed and defended dissertations under his supervision, many won HEC grants.
