A Special Meeting of the Board of Governors (BoG) of the Khyber Pakhtunkhwa Judicial Academy was held on 23rd June, 2025 in the Academy. The meeting was presided over by Mr. Justice S.M. Attique Shah, Hon’ble the Chief Justice, Peshawar High Court/Chairman, Board of Governors, Khyber Pakhtunkhwa Judicial Academy.

The Hon’ble Chief Justice/Chairman BoG, Mr. Justice S.M. Attique Shah, addressed the forum, underlining the importance of a state-of-the-art judicial academy, critical need for the capacity building of all the stakeholders of the justice system in the province, which has endured the impacts of terrorism for over four decades. He emphasized that the people of Khyber Pakhtunkhwa have long awaited the realization of fair, inexpensive, and expeditious justice. Such delivery is contingent upon robust capacity-building, which in turn depends on a modern learning environment, the one that a fully equipped Judicial Academy can provide. The Hon’ble Chairman acknowledged the short notice of the meeting, noting the urgency and high priority assigned to the project. His lordship added that the Federal Government of Pakistan, through the facilitation of the Hon’ble Chief Justice of Pakistan, would provide the requisite funding.
The Hon’ble Chief Justice further stressed the need for a phase-wise approach with defined timelines for each component of the project. The forum was informed that each phase of implementation shall be time-bound, and stakeholders would be required to adhere to strict schedules to ensure timely completion.
Earlier, the Director General/Secretary BoG, Mr. Jehanzeb Shinwari, welcomed the participants and appreciated their presence on short notice. He proceeded to apprise the forum about the background, present status, and the proposed roadmap of the project. He emphasized the strategic importance of the Regi Model Town (RMT) Site, located within the Educational Zone, and described the envisioned campus as a state-of-the-art, fully integrated facility encompassing Academic, Administrative, Residential, and Recreational Components. The DG further informed that the idea of a dedicated Judicial Academy Campus was conceived as early as 2012, with 150 Kanal of land subsequently allotted by Peshawar Development Authority (PDA). The project was formally approved in 2022, during the 23rd meeting of the Provincial Development Working Party (PDWP) with cost of Rs. 791.741 Million. Recently, Rs. 648.5 Million has been disbursed by the Government of Khyber Pakhtunkhwa and paid to the PDA. The remaining Rs. 19 million is to be disbursed by the Government.
The Board unanimously decided that; the P&D and Finance Departments shall clear the remaining amount of 19.000 million within two days till June 25, 2025; that handing over/taking over of possession of land by the DG, PDA and the DG Academy would be till June 24, 2025; that commencement of inspection and survey works of the land by the consultant would be on 24-06-2025; that finalization of Master Plan and detailed architectural design by the consultant and vetting as well as approval of PC-I including cost estimates of the Project, by the consultant SE Solutions and C&W Department, would be within three months i.e. till 23-09-2025 (Sharp). The Director General KPJA would provide the scope of works.
Worthy it is to highlight here that pursuant to the decisions of BoG, Mr. Jehanzeb Shinwari DG KPJA, Mr. Muhammad Zeb Khan Registrar PHC, Mr. Dost Muhammad Khan Senior Director Admistration, Mr.Sajid Amin Admin Officer and other officials of the Academy visited the site accompanied by Mr. Himayat Ullah Jan Additional DG RMT PDA and Mr. Abdul Wahab Estate Manager PDA where possession of 150 Kanal of land in Zone III Education Complex of Rigi Modal Town (RMT) was handed over whereafter formal Dua was made on the spot for succuss of the project marking achievement of yet another milestone.
